The Council of State Governments Justice Center (CSG Justice Center) is a national nonprofit organization that provides practical, nonpartisan advice and consensus-driven strategies, informed by available evidence, to increase public safety and strengthen communities. In general, the CSG Justice Center works closely with legislative leaders, judges, prosecutors, defense attorneys, victim advocates, and others to develop consensus on various, often highly politicized, criminal justice issues and to translate this consensus into comprehensive reports, policy briefs, state and federal legislation, model policies, and innovative programs. The CSG Justice Center not only develops written and web-based materials, but also provides on-the-ground technical assistance to cross-systems policymakers and practitioners from multiple systems (corrections, mental health, housing, etc.), in state and local jurisdictions. The National Reentry Resource Center, a project of CSG Justice Center has served as a primary source of information and guidance on reentry, advancing the use of evidence-based practices and policies and creating a network of practitioners, researchers, and policymakers invested in reducing recidivism.
The mission of the Chief Probation Officers of California (CPOC) is to provide leadership in the mobilization, coordination, and implementation of probation programs. Probation occupies a unique and central position in the justice system and is responsible for linking many diverse stakeholders. CPOC works closely with the Chiefs to provide assistance locally and at the state level. The role of probation in California has changed drastically in recent years and expanded the public safety mandate of probation agencies, thereby requiring more effective and efficient supervision practices. Central to CPOC's mission is to promote and assist counties develop collaborative, research-based supervision strategies that reduce the drivers of criminal behavior for juvenile and adult offenders. CPOC is actively involved in legislative matters affecting fiscal, policy, resources and standards for the effective delivery of probation programs. In addition, the CPOC Foundation manages and develops training curriculum to promote these practices throughout the state.
Responsibilities of the Senior Fellow position will include the following:
• Assess the spectrum of strengths/needs among California counties seeking to maximize the impact of their investment in criminal justice and community-based behavioral health care resources on the recidivism of people in the local justice system;
• Familiarize him/herself with the tools and expertise available through the Stepping Up Initiative, the CSG Justice Center, and other partners to meet those needs, and determine how those resources can be best tailored to CPOC members, the membership of partner organizations, and California policymakers generally;
• Identify California counties using innovative and research-based approaches to safely reduce the number of people in jail and develop appropriate approaches for disseminating information about these counties (E.g., peer learning, case studies);
• Collaborate with CPOC to connect county officials, using webinars, electronic newsletters, targeted communications, and in-person convenings, to these resources;
• Coordinate, with CSG Justice Center and CPOC personnel, the identification of one or two counties where county leaders are well positioned to receive intensive technical assistance, which would include a detailed systems analysis of trends regarding people with mental health and substance abuse needs and a plan for reallocating resources to improve their impact, particularly as it relates to the implementation of the Affordable Care Act;
• Provide CSG Justice Center with lessons learned from California counties, which would be of value/interest to state and local governments outside California;
• Support CPOC's ongoing criminal justice policy work, particularly in areas that intersect with the issues described above.
ESSENTIAL DUTIES & RESPONSIBILITIES
Specific responsibilities of the Senior Fellow include, but are not limited to, the following:
• Develop written products, including policy briefs, research memos, and presentations that concisely and clearly describe complex analyses and policy options to policymakers;
• Develop/expand the knowledge base on criminal justice, law enforcement, and behavioral health policy issues;
• Identify themes and linkages across disparate initiatives within the CSG Justice Center's diverse portfolio, and leverage opportunities to incubate and test new ideas and approaches to further the work of the CSG Justice Center and the partnership with CPOC;
• Collaborate with senior staff to develop long-range strategies to guide the CSG Justice Center's work;
• Participate in technical assistance delivery by coordinating and documenting site visits among senior staff and/or consultants, meeting with site stakeholders independently, and sometimes leading technical assistance site visits;
• Plan and participate in policy-focused meetings with high-ranking government officials, advocates, and national experts;
• Actively participates in CPOC's policy structure to seek input and guidance on initiatives, this would include but not be limited to, working closely with the CPOC Adult Services Committee
• Identify and engage new contacts in the field to serve as formal or informal project consultants or partners;
• Ensure that senior staff and, where applicable, CSG Justice Center and CPOC colleagues, consultants, and funders are aware of relevant project developments and that other work in the field is leveraged for the advancement of project goals;
• Actively participate in and sometimes lead staff discussions and strategic planning meetings;
• Contribute to the development of CSG Justice Center website content and strategize with staff and technical consultants on ways to use the web to promote policy goals;
• Represent the CSG Justice Center at national conferences and in meetings with opinion leaders in criminal justice policy.
• Monitor timelines, budgets, and deliverables to ensure that responsibilities to funders are met in assigned project areas;
• Research new funding opportunities, write grant proposals, and serve as a resource to funding agencies;
• Support the development of new opportunities with funders, including state and federal government agencies and private foundations;
SKILLS & ABILITIES
• An analytical mind and excellent research, writing, and editing skills;
• Demonstrated success working in the policy arena in policy formulation, analysis, advocacy, research, or the like;
• Strong oral communication skills, including the ability to effectively distill and present complex information in a concise way;
• Excellent interpersonal skills, including maturity, an ability to work independently and in a team setting, and a sense of humor;
• Efficient, organized work style, and an ability to prioritize quickly and confidently and manage multiple deadlines;
• Willingness to travel both within California and potentially, at least once every other month to New York and/or Washington, D.C., and to an orientation at the CSG Justice Center headquarters in New York at the launch of the project;
• Knowledge about California criminal justice and/or health systems and policy strongly preferred;
• Ability to work with (and find consensus among) people from a wide array of backgrounds and perspectives, as well as an appreciation for the need to address issues in nonpartisan and non-polarizing ways.
At least five years of management, research, or policy analysis experience in the field of criminal justice and/or county government.
• Experience in collaboration projects involving multiple correctional or criminal justice agencies
• Track record of successfully completed independent assignments
• Experience with or strong interest in behavioral health policy
• Experience working with county government, especially community corrections
A college degree (required) and a graduate degree in a related field, such as law or public policy (preferred).
