Position Description- Job Coach/Life Skills Education Instructor
The Center for Employment Opportunities (CEO) is a nationally recognized, data-driven, dynamic nonprofit organization dedicated to providing immediate, effective and comprehensive employment services to men and women with recent criminal convictions.  Having been proven to reduce recidivism through a random assignment evaluation, CEO will be replicating its model in several jurisdictions in California.  Under the name Golden State Works (GSW), CEO is currently operating a pilot project in Oakland, CA through a partnership with Volunteers of America Bay Area (VOA).  Launched in August 2011 this pilot project has implemented all aspects of the CEO program model.  Of note, CEO’s growth in California will be assisted by the San Francisco-based non-profit REDF, an organization committed to scaling social enterprises (www.redf.org).
CEO is currently seeking a Job Coach/ Life Skills Education Instructor who will be the initial representative and point of contact for all participants who enroll in the program and complete a 5-day classroom-based Life-Skills class.  He/she will be responsible for teaching Life Skills Education classes, maintaining frequent contact with participants, preparing participants to become “Job Start Ready” and working with Job Developers to provide ongoing support to participants as they seek unsubsidized employment.  The qualified candidate will have a dedication to working with the target population and excellent customer service skills.  As manager of the intake process, this person will ensure that clients have the required documents to work in the United States as well as meet the eligibility requirements to enroll in CEO.
This position will report to the GSW Enterprise Manager.
 
Essential Functions:
·       Teach a curriculum-based Life Skills Class to help prepare formerly incarcerated individuals for transitional work and permanent employment in the labor force
·       Conduct intake interviews, eligibility determination, job readiness coaching and advocacy
·       Identify such issues as: housing, health care, substance abuse, parental custodial/child support issues and providing necessary support and referrals
·       Contact (via email) the Parole Officer (PO) of each Parolee at initial assignment of participant caseload
·       Keep Parole Officers regularly informed about participant’s progress
·       Maintain   accurate records
·       Meet Non-JSR participants weekly at the CEO offices
·       Identify problems early and provide necessary support
·       Maintain contact with work supervisors and be responsive to their concerns
·       Maintain weekly conduct with participants, job developer, work site supervisors and Parole
·       Regularly discuss participant’s Non-job Start Ready (non-JSR) with his/her Job Developer
·       Engage participants in on-going discussions about his/her employment goals
·       Develop and produce a professional resume for each participant
·       Diligently update participant progress notes using CEO’s case management database for all participant interactions
·       Record changes in participant’s contact information in database system
·       Make appropriate referrals when necessary and document them in database
·       Record monthly progress summary for each participant detailing the specific steps taken to resolve Non-JSR status and the nature and quality of the participant’s overall participation in the program
 
Minimum Qualifications:
·       College Degree or 5 years previous teaching/instructional experience.
·       Ability to communicate effectively with people from diverse cultures and backgrounds.
·       Computer and internet literacy is essential as all record keeping is done through CEO’s online case management database

·       Self-starter, able to work independently and as a team member
·       Excellent Leadership and organizational skills
·       Ability to prioritize and coordinate a large number of projects with minimum supervision
·       Ability to effectively track cases
·       Goal-oriented, comfortable in a collegial, fast-paces environment
·       Excellent interpersonal, verbal and written communication skills
·       Microsoft Office proficiency and must have the ability to learn CEO’s database
·       Commitment to the mission of CEO

Position Description- Job Developer
 
The Center for Employment Opportunities (CEO) is a nationally recognized, data-driven, dynamic nonprofit organization dedicated to providing immediate, effective and comprehensive employment services to men and women with recent criminal convictions.  Having been proven to reduce recidivism through a random assignment evaluation, CEO is replicating its model in several jurisdictions in California.  CEO’s first replication site, Oakland, was launched in August 2011 as a pilot project called Golden State Works (GSW). This pilot project is operated through a partnership between CEO and Volunteers of America Bay Area (VOA) and has implemented all aspects of the CEO model in Oakland.  Of note, CEO’s growth in California will be assisted by the San Francisco-based non-profit REDF, an organization committed to scaling social enterprises (www.redf.org).
 
CEO is currently looking for a Job Developer (JD) who will assist participants in finding employment in the private sector. Leveraging the work experience participants gain on the CEO work crews, the Job Developer will identify/create job opportunities for participants and match qualified participants with these employment opportunities. He/She will be responsible for developing relationships with employers, successfully placing participants into this jobs and providing on going retention services and supports to both the employer and the participant.
 
This position will report to the GSW Enterprise Manager. This position requires someone that can work flexible hours, has experience in workforce development, case management and/or sales and marketing. The ideal candidate will not only be able to work with participants, but will also be able to work with private sector employers in the Bay Area.
 
Specific Responsibilities Include:
·       Develop local area employer contacts, referral sources and generate job leads; market CEO services
·       Make job placements and provide post-placement support to clients and employers
·       Meet monthly placement goals
·       Consistently and accurately document, in real time, all participant and employer contact, activities and outcomes into a computerized case management system
·       Participate in employer recruitment events, job fairs and networking events
·       Conduct targeted job search campaigns to place clients
·       Conduct intake interviews, determine eligibility of participants, and job readiness coaching
·       Participate as a member of a service team by attending case conferencing meetings, liaison with Parole and/or Probation, attend community meetings and training sessions
·       Maintain contact with participants, monitor progress, report and refer to team member as necessary; evaluate participant’s job start readiness
·       Enter data at all points of client interaction in an accurate and timely manner
 
Other Key Tasks:
·       Provide general office assistance, including distributing Rapid Rewards and providing support to the entire office                  
·       Review and ensure that all documents received are in compliance with the requirements of program and Federal guidelines during Intake
·       Generate required forms, reports and any other documents used in the intake process
·       Monitor clients’ attendance and program participation in order to provide encouragement of corrective measures when needed
·       Consistently and accurately document all participant and employer contact into a computerized case management system
·       While providing Retention Services, strategically manage caseload according to client need and milestone outcome management
·       Performs other job-related duties and responsibilities as may be assigned from time to time
 
Minimum Qualifications:
·       The Successful applicant will have a Bachelor’s degree and experience in one or more of the following areas: (1) Sales/marketing (2) Employment Services (3) Case Manager in social services field
·       Experience building relationship with employers in the Bay Area
